No driver's license for you if you do not have a university degree, and you happen not to be a UAE citizen

Dubai failed again to solve its problems and the ciaos it creates so the solution as usual is to take it on the poor expatriate workers. The authorities in UAE decided today to stop issuing driving licenses to certain categories of residents to curb the sharp rise in the number of vehicles as reported by Gulf News.
Residents belonging to up to 100 categories will not be given licenses. These include nurses, cooks, carpenters, housemaids, watchmen, tailors, cafeteria waiters, unskilled laborers, gardeners and bakers.

The report says if you do not have a university degree and you are not a local you will not be able to open a driving license file at traffic police departments all over UAE.
The interior ministry has instructed traffic departments last week to stop opening driving license files for people belonging to about 100 categories as mentioned in their residence visa. I wonder how they are going to deal with the numerous number of their own private drivers who do not have a university degree? I wish they have applied this rule equally for everyone since the a very minor number of UAE people are university graduates.
Discrimination against workers of other nationalities is the only way the authorities can use to hide their own failures.
