ICTR: Dallaire "failed in his mission"

A French military historian testifying as an expert witness before the International Criminal Tribunal for Rwanda has attacked the Canadian General who commanded the UN Force in Rwanda in 1994. "Dallaire failed in his mission", said the witness..

Dallaire could have faced the situation and suppressed the massacres. "A leader, a general must reserve this option instead of being locked up in a protective legalism".

It has long been suggested that both Dallaire and another Canadian, Louise Arbour were complicit in a US led regime change operation in Rwanda. It is also suggested that the present troubles in DR Congo are very much related to a similar attempt by foreign actors including the US, to secure the region's rich strategic resources.
