It was a fire extinguisher pin, used so that they can open the vest wearing gloves or cold, They get them from the extinguishers used when firebombs are thrown at them in training.

Grenade pins are smaller and use a split pin, and the police have no access to such devices except smoke (not white fos). Sorry if that ruins the fantasy for you.
