Victims of HealthQuest Abuses in N.S.W. Australia Contact Amnesty in London

On several occasions since 1995 victims of the N.S.W. Government Medical Office, HealthQuest, have contacted Amnesty International in London. We have yet to receive a response. Soviet psychiatry is being used against dissident public servants and whistleblowers in N.S.W. Australia. HealthQuest is staffed with psychiatrists and psychologists who are prepared to diagnose for money and power. We hope that this time, Amnesty will finally launch an investigation into our plight.

Dear Amnesty,

We, the victims of HealthQuest, have contacted you on a number of occasions since 1997 and we ask that you investigate HealthQuest, the N.S..W Government Medical Office.

We have been attempting
since about 1995 when we formed a loose association of victims to
have someone outside Australia believe us and perhaps publicise our
plight. These abuses are happening at HealthQuest, which is the N.S.W.
Government Medical Office. It may be difficult for you to believe that such
psychiatric abuses can happen in Australia.

While we know of only one case of forced incarceration (a fireman from
Sydney who found out that his superiors were lighting fires for
insurance claims) the mental suffering and poverty inflicted on us for
the rest of our lives, having been diagnosed falsely as mentally ill
and then stripped of our employment in the public service or teaching service,
is something we will never recover from.

Government Medical Office", "Dr Helia Gapper" or "Dr Peter Dodwell"
which should turn up quite a lot.

We have noticed that HealthQuest lawyers have succeeded in having the torture article removed from Melbourne Indymedia. However it is still available on UK Indymedia;

Dr Helia Gapper

Dr Helia Gapper was in charge of that organization for many years. She perpetrated some of the worst abuses of human rights including the 'certifying' of Vietnamese migrant Qu'ach N'hung with 'schizophrenia' to punish him for complaining about people smoking in the workplace and worsening his asthma. She is a G.P. trained in England who has no other qualifications than that and a Certificate in Public Health. She acted like Chief Psychiatrist of the Stalag. Well now her chickens are coming home to roost and the truth is out. She will go down in history for all the wrong reasons. Activists want to find out where she is, as we want to demonstrate outside her offices. We cannot even find out where she is registered as a doctor. Can anyone help? Some of us are willing to travel to England and hopefully your newspapers will not be under the control of the N.S.W. government and might give us some much needed publicity. Dr Peter Dodwell is now the chief medical officer at HealthQuest. His chickens will come home to roost as well.

Chief government medical officer sacked

Dr Peter Dodwell, a New Zealand-born doctor who was chief government medical officer at HealthQuest, had his employment terminated on 25th March. This followed an investigation into his practices by the former N.S.W. Deputy Commissioner of Police and a further investigation by a N.S.W. magistrate Mr Heagney. The file has been passed to N.S.W. Police and the Medical Board. One of those interviewed during the investigation was the public servant subjected to torture:

N.S.W. government solicitors have caused the removal of several articles from Sydney Indymedia.

We believe it is the negative publicity about HealthQuest that has finally led to some action. Shame on the N.S.W. government.
