A conflict with housing association

Cobalt housing have started a policey of home and garden inspections.One of the homes they vivited had an overgrown garden.They are saying this is in conflict with the tenancy agreement.The tenant is saying his garden gets covered in bluebells in the summer and that it is a crimminal offence for him to dig them up.Does anyone know what his legal position is?
