Bulgaria: Menace about the animal "straying" legislation

On January 17, 2008 Bulgarian Parliament started vote of so called Animal Protection Act

On January 11, 2008 Emil Kuzmanov, founder of the Animal Programs Foundation received anonimous SMS: "Look out what you talk and what you write! We will lay wait for you and your dogs! We will cut ears!"

In last months Animal Programs insists that Animal Protection Act debated in the Parliament must be fixed by the President of the Republic.

The Bill does not foressee measures to reduce pet breeding in accordance with Art. 8, Art. 12 and Art. 14 of the European Council's Convention for the Protection of Pet Animals.

The fines provided for the violations of dog registration regime are insignificant.

The Bill provides release of all healthy unwanted dogs.

The Bill does not foressee regime of control over the pet ownership, pet breeding, pet trade, pet transportation, sheltering and Catch-Neuter-Release activity, particularly provided in Art. 8 of the Convention.

In last year Kuzmanov sent many concerned letters to Bulgarian and European officials, written articles in daily press and discussed the problem in TV and Radio.

Meanwhile, on November 27, 2007 in Nedyalsko village a Brittish woman was attacked by pack of uncontrolled dogs and died.

The uncompleted Act is promoted by great team: Mayor of Sofia Boyko Borissov, Agriculture Minister Nihat Kabil, Former Agriculture Minister Ventzislav Varbanov MP, Evdokia Maneva MP, Vanya Tsvetkova MP, Paskal Zheliazkov of National Veterinary Service, Miroslav Naydenov of Ecoequilibrium Municipal Enterprise, Radostina Galitionova of the Sofia University Student's Council, Kristina Slavova of the IWNS, Aksinia Bosneva of the AFA Bulgaria Foundation et. c.

On December 16, 2007 four armed attackers have cut ears of three young men in Sofia, announced Dnes.bg.
