Horse murderers

What punishment could match the torture, pain and terrible suffering of more than 80 horses meted out by a British horse butcher. This individual is going to receive a fine and set free to go back out there and do it all again. The horse racing industry should have a week of no racing out of compassion for the horses found today (both dead and barely alive).
Where are the state agencies that are officially responsible for animal welfare? Why are these agents not doing routine inspections of all farms? This atrocity could have been prevented. Has Britain become so dysfunctional that nobody bothers or cares about what is going on ? Where are all the other people who were involved in this bloody and barbaric affair ? Clearly the “butcher “ was making a profit. People knew what was happening. The society is very very sick! Figure it out…The British just don’t give a damn!
