DESO Scrapped and Replaced by DESO

PM Gordon Brown took on the powerful military industrial complex when he scrapped DESO, but coincidentally suffered the consequences of numerous fabricated Govt scandals.
Did shadowy actors leak the proxy donations scandal, the missing beneifits data scandal, etc to undermine Brown till he was brought back into line?
He has now agreed to replace DESO with another organisation that retains its full budget, its autonomy from government, and basically everything important but its name.
Can we expect govt scandals to ease over the next few weeks?
