(Hence the nazi ambassador actually working out of the HQ of one of those oil corporations later, the odd "deals" to create alternate-fuel factories with ownership swapped "for the duration of the war" (see ceserani, (O.S.), etc. But - seeing as their "security experts" were spinning them ALL THAT TIME, as things flew further out of their power too, with the occasional bit of influence remaining over the "bolshies" - according to 1960s CiA (-see documents at their website- kronenbitter) - the most penetrated of all the political factions in russia in the late 1800s, up to WW1 (etc?) - hence their use to torpedo the half-sensible dumas of 1917 in a plot that aimed at the usual "1,2,3,4" as used in coups-for-cash the world over, so often that examples are superfluous.

4 sweep in with your favourite semi-puppet "law'n'order Baron types, or get cash from acting as the "insecurity industry" - but ensure you have "lightning rods" to get the blame, take your "rewards" "inkind" etc. . . . but, most times, people screw up, then its loads of cover-ups ( often trying to get a nation-state to think it was a bit dragged into doing it too, or the use of tech or tactics that they are "keeping quiet", etc, etc, etc, etc.
Then the pretence that what happened was what you meant to happen, to keep your "troops" happy-ish. The usual .

If you put a bunch of inept fraudsters, but with the "tech" of ex-secret-police types -(say, mesmerism-with-effects,) into the equation, after 1913 or so, playing "tail-wag-dog", trying to twist people into wars, worsening wars, widening loopholes for frauds, distorting science to easier fraud-scamming of more of the people more of the time, by picking out the loaded types easy to mesmerise , getting them to think THEY were the actual "powerful ones", the "elite" that needed to distract all those easy-to-sway "empty-minded masses" . . . .
The abuse of government labs, the twisting of geopolitics or ideology to get people to hate a different people, compete against "their" labs in a "race to the gutter" coldwar, or see people as less people, so these few fraudsters get places to get others to do further experiments to "perfect" the use of tech, chemicals, gases, foods, etc for easier scams . . . .
