"Pluralitas non est ponenda sine neccesitate" or "plurality should not be posited without necessity."
In the case of the Menezes killing, the simplest explanation that is consistent with the facts is that he was killed by accident. What is also obvious is that police went to extreme lengths to confuse the issue and protect those police officers involved.
Where is the evidence to suggest an “incompetent MI5 group ordered the killing” or indeed that the SAS was involved? It was probably the case that members of the Special Reconnaissance Regiment may have been involved in the surveillance and it may have even been their mistake – as some anonymous police sources suggested.
Accidents happen and perhaps some police officers should have been held responsible. The real scandal is the way in which the police dealt with the matter after he had been shot.
