A right to buy offer

I have day dreamed now and then about owning a winnibago or a narrow boat and leaving it all behind.But the chances of getting hold of the 70 thousand for it was out of reach.But today a man knocked my door and asked me if i rented my home.I told him i did.He then asked me how long i had lived there and if i had thought about buying it under the right to buy.I was not inerested and told him.But he said hear me out i'm not trying to sell your a morgage or a loan.Say for instance you had lived here for 20 years then you could probably buy this house for about 20 thousand.But on the open market it is worth 130 thousand.What i'm offering is to buy it and give you 70 thousand and you sign it to me.With the 70 thousand you could buy a small flat,i had told him i lived with my wife,and he could see we were both in our 60's.Suddenly i saw the possibility of a narrow boat.I havent said yes yet,but i am thinking about it.I mean i don't have the chance of buying it myself.I will be paying rent on it for the rest of my life.I could have 70 grand and cut and run.Has anyone else had this kind of offer?
