The council blerb says:
Come and celebrate sustainability with us here in Greater Nottingham by participating in three weeks of special events and activities that link the global to the local.

Greenweeks in Greater Nottingham aims to celebrate the achievements of local people who are helping make our bit of the world a cleaner, greener, healthier, safer place.

Last weekend [in the rain], there was Green Festival in the Arboretum Park.

However, you might conclude that you can get some idea of the Nottingham City Council priorities though. With this event only taking up perhaps 10% of the Market Square. The other 90% being occupied by the Royal Air Force for military recruitment.  http://indymedia.org.uk/en/regions/nottinghamshire/2007/05/372021.html

In all seriousness, should this have been the other way round. Climate change appears to me to be a greater threat to national security than an external threat from any other nation.
