There are barely 56 million people in England, if that. Kids don't vote. A minority elects a goverment would be a truer statement, but that sort of imbalance would occur under participative democracy too.
Postal voting was introduced to try to compensate for record low turnouts in recent years, which our politicians like to dismiss as mere 'apathy' but is more likely to be dissent.
