Tony Blair has committed crimes against the Human Rights Act and the Geneva Convention. But both those institutions have no means of acting upon this information.

A forced resignation of the Prime Minister and a dissolution of Parliament, together with a devolution of authority to all local councils to be made law.
A new election for a board responsible for maintaining the stability of the nation will be voted in via Proportional Representation.
Local council members will be voted in as individuals, not affiliated with any party.

Laws in Europe, namely the Human Rights Act 1998, contain spots in which governmental change may take place through the will of the public provided that the change is democratically accepted and there are no deaths.
