Who is the tenant of 10 Downing Street?

The tenant of any premises is responsible for any illegal activity conducted in it.If 10 Downing st was a brothel then the tenant would be held culpable.If an act originates from the tenants address that attempts to pervert the course of justice,not undermine.(the polite and not illegal way of saying it).Then the head of 10 Downing Street is responsible.
