Are charity housing associations realy charitable?

A friend of mine took me to see a woman friend of his today.I can't name her becase she won the lottery and had no publicity at the time.But what she wanted to do with her winnings surprised me.She lived on an estate run by Cobalt housing.Cobalt had taken over from her local authority and were continuing to collect rent.Rent in perpetuity.Her ambition is to buy peoples homes for them under the right to buy.But instead of paying her rent for them they would pay a sum less than the rent that would be installments off the house.Once a buyer had reached payments that matched her outlay they would become the owner of the house.Mary (not her real name ) said "Cobalt are not in it to be chariable.They are just a bunch of leeches secuing their own jobs.If they were realy charitable they would allready be doing what i want to do."
The only problem Mary has is she never won enough to buy all the house's on the estate."I thought it would be enough.But it is'nt"."I don't want to leave anyone out and i don't want to course bad feeling by doing that.Money does'nt get rid of your problems.It causes more."
