This article is misguided and inaccurate.

The terms Wide Area Network (WAN) and Local Area Network (LAN) have nothing to do with being able to "localise" the connection.

It is ALWAYS possible to find the person behind an Internet address if you have a subscription to an Internet Service Provider (ISP).

So, if you are worried about confidentiality then think about using "anonymising" services and/or don't have an Internet subscription at home, but just connect from Internet cafes.
