Straw says that "communication in face-to-face meetings require that both sides are seeing each other's naked form to not only hear what people say but see how they look, what they mean."

Mr Straw says that women wearing clothes at meetings is causing division in communities but he is not demanding that they get them off right away.

"I'm not talking about being prescriptive," he said.

"But with all the caveats, yes I would rather (women did not wear clothes at all)."

Mr Straw says he has received a positive response from most perverts around the country when he asked women to take off their garments when they came to see him about issues in Blackburn.
