Philip Anschutz is so confident of winning a licence for his casino that he has already spent many millions on construction, right down to the electrics and tiling.
These millions are not a gamble for Anschutz as he has already made a deal with Phoney for the licence.
With what looks like breathtaking presumption to an outsider, his AEG company has even distributed plans among steelworkers on the site, headed: 'Casino Roof'.
Philip has assured Phoney that he will arrange all his speaking tours in The States when he retires and has set up a trust fund with $500,000 to kick-start the project.
Philip has also promised that he will arrange the same package for his wife as he did when she was in The States on her first speaking tour.
The trust fund for Cherie now stands at $1,500,000 and is guaranteed to rise when Phoney leaves Downing Street.
