WASHINGTON, DC, United States -- The Food and Drug Administration has said it will hear a U.S. Navy proposal to gain approval for a blood substitute linked to serious heart problems.

The proposal, previously rejected three times by the FDA, would allow the Navy to use the blood substitute without consent on nearly 1,000 civilian trauma patients...
