The Metropolitan Police's citywide placard amnesty, running from the 29th May through the 5th July has so far been a formidable success.

That there is to be a permanent placard collection point to be established at the fron to Parliament Square?

I heard that people turning up at Parliament Square were not checking if their placard conformed to Police Chief specifications. In consequence the Houses of Parliament has had to employ fifty more cleaners to pick up discarded placards from mostly law abiding citizens who just dumped their placards.This might have just been some delusional satire. I had been drinking.
