"Court orders Paranagua to end ban on GMOs
A federal court has ruled that Brazil’s main grain port of Paranagua must open all of its soya terminals to genetically modified soyabeans, thus ending its ban on genetically modified organisms."

So the only answer is to sink loaded ships in their berths.Ideally just before they are fully loaded. Or half unloaded. The insurers would like a good reason to jack up the premiums.
