Here is a list of roadbuilding plans for the E. Midlands, for information and the preparation of opposition.....Climate change will never be tackled whilst we pour more tarmac over the land to encourage traffic!

Here are the major road plans for our region, from Highways Agency sources....we are researching, and preparing to oppose! The M1 Widening is the most controversial at the moment. Bear in mind also this is just the "major* road schemes....

INTERNATIONAL / NATIONALLY IMPORTANT TRUNK ROADS


· M1 J21-30

Entered TPI April 2004 (includes provision of A6 Kegworth Bypass as part of J24 improvement). Liaison with local authorities ongoing.

Next stage is to appoint an ECI contractor for Phase 1 works (within existing highway boundary) with tender invitation in October 2005, and award of contact in April 2006.

Publication of Environmental Statement for Phase 1 works planned for March 2006 with start of works in Spring 2007.

Public consultation on Phase 2 works (requiring land take) in planned for March 2006 with start of works in 2009/10.



· M1 J19 Improvement

Entered TPI February 2003. ECI tender awarded on 22 March 2005.

Publication of draft orders planned for February 2006.

Start of Works 2007/08.



· A14 Kettering Bypass Widening

“Minded to” decision by Secretary of State following LSM MMS with Start of Works in 2015/16.

Proceeding with requested further work to identify options following MKSM to help advise stakeholders’ growth agenda.

Second stakeholder workshop to be held early in 2006 when traffic & economics data will have been received & evaluated.

Currently in discussions with DfT on funding implications of accelerating programme to earliest possible Start of Works in 2012/13.



· A14 Kettering to Ellington Widening

“Minded to” decision by SoS following LSM MMS with Start of Works post 2016. HA have yet to be given a remit by DfT to progress the MMS recommendations.

“Minded to” decision by SoS following LSM MMS with Start of Works post 2016. HA have yet to be given a remit by DfT to progress the MMS recommendations.





REGIONALLY IMPORTANT TRUNK ROADS



· A1 Peterborough-Blyth GSJ’s

Entered TPI March 2001.

Public Inquiries for all 6 junctions lasting up to a week are scheduled as follows:-

Applyhead : 6 September 2005. (completed successfully)

Blyth : 20 September 2005 (completed successfully)

Gonerby Moor : 1 November 2005 (completed successfully)

Carpenters Lodge : 15 November 2005 (completed successfully)

Colsterworth : delayed due to lack of Inspectors, but programmed for 7 March 2006

Markham Moor : late April 2006 following draft Order republication in January 2006

Start of Works 2006/07.



· A628 Mottram-Tintwhistle Bypass

Entered TPI April 2003. ECI tender awarded August 2004 to Mowlem.

Draft order publication is now programmed for January 2006 followed by a Public Inquiry in October 2006.

Start of Works now 2007/08.



· A46 Newark-Widmerpool Dualling

Entered TPI March 2001. PRA made 5 July 2005 following appointment of new Minister. Publication of draft Orders will follow in December 2005. Public Inquiry in 2006.

Preparation work continuing pending advice from EMRA on regional priorities, but Start of Works put back at least a year to 2008/09 due to funding constraints.



· A453 M1- Nottingham

Entered TPI May 2004. Liaison meetings with LAs ongoing.

Next stage is to appoint an ECI contractor in February 2006 – the invitation process started in July 2005.

Publication of draft Orders provisionally programmed for early 2007.

Preparation work continuing pending advice from EMRA on regional priorities with earliest Start of Works 2008/09.



· A38 Derby Junctions

TPI entry submission delayed by SR2004 review, and need to reassess scheme using new 60 year life assessment requirements.

As Start of Works not before 2008/09, TPI entry and the scheme’s future programme is now dependent on advice from EMRA on regional priorities having considered this scheme alongside proposed LA transport investment and the availability of resources. DfT have therefore indicated that TPI Entry will not be considered before April 2006, and prep work has now come to a halt.



· A45 Stanwick-Thrapston

TPI entry submission delayed by SR2004 review, and need to reassess scheme using new 60 year life assessment requirements.

As Start of Works not before 2008/09, TPI entry and the scheme’s future programme is now dependent on advice from EMRA on regional priorities (the bid for separate Growth Area funding from ODPM/DfT’s Community Infrastructure Fund was unsuccessful). DfT have therefore indicated that TPI Entry will not be considered before April 2006, and prep work has now come to a halt.



· A46 Winthorpe and Hobbyhorse Junction Improvements

As Start of Works not before 2008/09, study authorisation, TPI entry and the schemes’ future programmes are now dependent on advice from EMRA on regional priorities.
