Don't panic, they mean the arrests in NYC during the Republician National Convention back in 2004 (about 900 arrests / 250 from a critical mass) and the arrests at subsequent critical mass rides since. The film explains it all and has been shown quite a few times. If you haven't seen it (which seems to be the case) then go see it.
