Jumping the gun on ID cards?

On the 9th August the UK Government advertised a “Prior Information Notice” in the in the Official Journal of the European Union for interested suppliers to contact the Home Office procurement team set up to oversee the proposed ID card thingy. A Prior Information Notice is the first step in complying with European procurement law, which all government (central and local government) must follow. Given the legislation has not been passed, the second reading was on 28th July 2005, and there are several parliamentary process yet to be completed this does seem to be prejudging the outcome of a democratic process – why am I not surprised?
