The prevailing tactic seems to be:
1) SHOUT the initial accusation, and saturate the media with it.

Note that his arrest was everybody's top story, but his release won't even make the 6 o'clock news. This is how convenient myths are created, without anyone actually having to lie outright.
This one was created in order to kill the stories about the devices used on 7/7 containing military explosives - what Bliar and the rest of the "Iraq has WMD!!!" crew cited as their "al Qaeda link".
