If you can't see that this is a joke presumably at the expense of "racist" people who tell us to be fearful of non-white people, you need to get out more.

Considering the huge number of non-white people who work for London transport and the general stink the Transport Union has been kicking up about staff safety with the armed police/lynch mobs on the tube, I suspect this is meant quite sarcastically. It's just probably true that London is not yet at the stage where we are able to laugh about this so easily, especially with all the racist backlash going on. So there is no reason to tell anyone to get a sense of humour when they take things like this literally when the wounds are stil fresh.
