The United States, in an attempt to undermine the rapidly growing influence of the Venezualan government throughout south america, has said that it cannot contain the growing popularity of the revolutionary movement unless neighbouring countries with client US governments exempt US citizens from war crimes prosecutions by the International Criminal Court.
There are 22 countries in the world which have stood up against the United States and refused to sign exemptions for US personnel. Of these, 11 are in south america.
The Pentagon is claiming that "Our time to influence [events in Venezuala] was two or three years ago" and that containment of the socialist movement now requires moral immunity.
U.S. Secretary of State Condoleezza Rice told Congress in January Chavez is a "negative force in the region," saying he is meddling in neighbors' affairs.
