ILLEGAL IMMIGRANTS PERSUED


Since long time ,they are people who have been forced
to flee their homes because of factors such as
starvation and dring poverty to another clement areas
as a solution to their misfortune.
This migratory phenomenon without neither geographical
nor temporal and judicial borders tends to be the main
problem of the new century.
Nowadays ,clandestine immigration is an awkward
problem that many developing countries have to face up
to.
France ,Spain ,Italy,England and Germany are the most
exposed countries supposed to be an eldorado to
thousands of people of the third world in general and
african in particular.
As for Africa ,a great number of illegal candidates to
immigration ,running away the bad conditions of life
and unemployment ,are from this continent facing an
insuperable difficulties.
This explains in a great part why thousands of them
attempt every year to reach the above mentionned
countries by sea thanks to unscrupulous groups
operating in north african territories as Lybia
,Morroco and Tunisia who transport them in vessels
generally intercepted .
Most of them are from subsaharan Africa and Maghreb in
addition to another adventurers enticed by higher
standard of life elswhere.
This migratory pressure had been so intense this year
that european leaders require from north african
governments to monitor their side of the coast lines.
In this instance this crucial problem was the current
focus of the debate between algerian government and
the french minister of interior Dominique DE VILLEPIN
during his visit to Algeria in october 11 and several
propositions to hold up this pression were in the
center of discussions.
The same procedure was engaged between the french
minister of interior and his morrocan counterpart
consisting to exchange informations between France and
maghreban countries in the domain of clandestine
immigration and terrorism.
Even if the noose is tightening on the actors of this
migratory movment ,the number of emigrants from
african countries to Europe is set to raise
dramatically ,as a result of poverty and grinding
conditions,over the next years and the passage accross
the maghreban territories becomes more and more
needed to achieve this result.
That is why ,indeed,the north african leaders raise
the alarm about this phenomenon .
In Algeria ,this move has a particular effect and it
is taken seriously the local responsibles who consider
it very important and dangerous to decide efective
measures .
To deal with such a growing problem ,algerian
gendarmerie forces often proceed with the using of
lawful authority to catch all those who are in
irregulary situation.
Morever ,the above mentionned institution argued ,last
september,the need for necessary measures and
instanced several recent cases with different
verdicts.
Clandestine immigrants accrossing algerian territory
on their way to Europe are numbered last september
over 500,the gendarmerie national commandement said.
They are generally arrested on a charge of illegal
immigration ,irregulary sojourn and the lack of work
permit.
Around half of those caught were from Mali (164) and
Niger (129). 36 others are from Syria ,and 29 from
Congo.
Senegal and Cameroon are in the fourth place with
their illegal candidates followed by Morroco ,Benin
,Tunisia and Ghana with respectively 18,13,10 and 9
arrestations.
There are also immigrants from Liberia ,Ivory coast
,Zambia ,Sudan ,Togo ,Gambia and Nigeria.
The departments facing up to the great number of
immigrants are Tamanrasset and Illizi in the south of
Algeria (251 arrestations ) followed by Ghardaia (90)
and Ouargla (53).
In the north of the country ,Oran department holds 25
arrestations followed by Tlemcen (11),Ain defla
(11),Ain temouchent(9),Saida (8),Sidi
belabes(3),Mascara (3) and Mostaganem (1).
The gendarmerie commandment said among those caught 18
are women.
After judging the the facts that are given ,the final
decision made consisted to the detention of 76 persons
,the release of 34 others and the expel of 390.
In october 31 ,49 foreign nationals were interrogated
by different gendarmerie national services that issued
a communiqué indicating that the majority of those
caught are africans.
All these immigrants privilege the favored route into
spain from Algeria to Morroco said the same
institution.
In this situation algerian government has officialy
required from European union countries a material help
to put an end to this endless phenomenon.
In the same order of ideas ,161 illegal immigrants
were arrested in Morroco during 27 and 29 of october
said the morrocan interior ministry.
The apprehended persons were caught in different
regions of the kingdom and among these candidates to
illegal immigration 134 are from subsaharan countries
,19 frm Algeria ,5 frm Morroco and 3 from Asia.
The morrocan ministry of interior issued a communiqué
indicating that the kingdom will fight without a break
this phenomenon.
