Iraq - what SHOULD have been done ?

In light of the recent events in Iraq I want to know what people think we should have done.

We are all agreed Saddam was a murdering monster who deserved to be overthrown, we all agree he was kept in power by the US because they viewed him as the lessor of two eveils compared to Iran, we all agree sanctions were hurting the Iraqi people more than the ruling Bath elite. But what should the world have done ?

Please don't respond with the usual "it was the fault of Bush / Israel / Capitalism" etc I want to know how people think the world should respond to murdering dictators of this kind.
