Those thinking of joining ISM as election observers in the upcoming elections http://www.palsolidarity.org ought to consider entering the country with a less targeted group since they will no doubt be stopped at checkpoints without the official Israel govt authorisation to be there as foreign observers.
Israel has announced plans to screen all foreign observers of the election by requiring them to submit applications to the foriegn ministry to gain travel passes that would allow them to carry out the work.

Effectively this means Israel can choose which independent observers they allow to move around the occupied territories during the elections. This somewhat closes down any possibilty that they might be independent since they are hand picked by the israeli state.
