Second Mersey Crossing Highly Dubious

Quite aside from the fact that none of the regions councils has felt it necessary to survey the region and produce a published report into the opinions expressed about a second mersey crossing I noticed something peculiar today.
On Halton Council's website (www.halton.gov.uk) there is the chance to take part in an on-line poll. The question is:
"The new Mersey Crossing - a new beginning.
Do you agree that we need a new Mersey Crossing? "
You are then asked to choose 'Yes' or 'No'
Whatever one you choose you are taken to a page registering a 'Yes' vote.
Surely this cannot be the case! Am I just not too knowledgeable about the web or is this in fact a warped way of getting a preferred result which will undoubtedly be used to back up their stance?
