Harvard and its employees are accused of swindle

In district of Massachusetts hearings under the claim of the Attorney General of USA against the Harward university and its employees Shleyfer and Hey are continuing. They are accused of violations of some items of the American legislation accomplished during participation in programs of USA on rendering assistance on reforming of economy of Russia. Accusations are presented on following items: swindle, infringement of the contract, erroneous payments, unreasonable enrichment, misappropriation, conspiracy etc.

Representatives of Harward Shleyfer and Hey during an economic reform of Russia in 90th years were advisers at the Russian government. Between them and A.Chubais, being in that time the first deputy of the prime minister of Russia, have arisen the relations not appropriate to the law. Using the position and connections with A.Chubais, advisers from Harward carried out commercial activity in their own benefit, organizing personal investments to the Russian economy. Thus, during auctions organized by A.Chubais in 1995 on sale of the best national actives (« loans in exchange for shares »), Harward Management Cомpаny (HMC) and George Soros were the unique foreigners who have received the permission to participate.
In turn, A.Chubais and his protege Dmitry Vasil'ev have created a network of the «private» organizations financed due to the foreign help, allowing to bypass official state structures (agencies) and to carry out decisions, bypassing the State Duma of Russia.
For five years during which A.Chubais and his group were at the head of the western economic help and a policy, huge harm was put to Russia. The program of the help of USA in Russia abounded conflicts of interests with the participation of advisers of Harward and colleagues of A.Chubais, managers of HMC and the Russian bankers cloused to Russian official authority. A benefit of 350 million dollars of investments in the American projects was shown « on there is no ». Russia had serious economic losses and relations between USA and Russia had worsened.
Now, on the basis of definition of the judge, Shleyfer and Hey can be obliged to pay damages at a rate of up to 102 million dollars, and Harward - at a rate of up to 34 million dollars plus interests. The next hearings on a question of definition of the exact sum of losses will take place at the nearest future.
