interim gov. - iraq_ transitional adimistrative law
the interim gov will consist of and administer:
>new court system*
>replaces us decrees
>26 gov ministries; with 1.3 mil employees**, present in all municipalities and city's
>president, 2x deputy presidents, primeminister and ministial council
>write and adopt new iraqi constitution
>hold seats in th un and arab league and others..
>compete in the 2004 olympics at greece
>remain in place till jan 05

troops remaining:
138,000 us troops and 15,000 total from all other countries... (9:1 on the ground)
(us) forces will not answear to interim gov or other iraqi authorities.
*immunity from prosecution in iraqi courts for us military personnel and private security/ american contractors.

** american advisors to remain andd be placed at ministries

[american(s) and us soldiers do not have immunity in th european courts and th bush administration has just passed law to allow the arrest of us citizens without trial; for upto 2 years without a hearing...]

coaltion forces will continue to control most of the airspace and some civil aviation _ inc the road to baghdad airport (to keep it open...?)

development fund for iraq- uptil now admin by us. $11.3b w/ additional $4.6b from internation donors.
$18.4b expected further from us. $13b (or $1.3b?) from other international donors

us aid is controlled by pentagon a,pmo. and will be focused on providing schools, hospitals and powerlines

frederick barton (post conflict reconstruction project at center for strategic and international studies. washington) said, "as little as 30% will reach iraqi's because of the enormous cost's of providing security..." and high cost's of imported management wages etc...

william murray- imf, said,"there is no fiscal crisis at this point..." new gov. will recieve revenues from oil sales; but also inherit previous regimes debts: 900 ntimes the domestic (product) economy.
the articlle states that: france-russia-germany will negotiate debt relief in good faith at a later date.

almost no tax revenue from corperations or state owned enterprises that dominate every sector of commerce in iraq; according to us o/a. minimal investment in many areas due to violence.. etc... ...

us agriculture department- said, "devastated farming sector uses 'out-of-date' tech and is incapable of feeding its people..."
