Zero Tolerance for Teenagers

Draco | 25.06.2004 23:21 | Repression | London

Notice for the Dispersal of Groups and Removal of Persons Under the Age of 16 to their Home Address, or a Place of Safety, if more Appropriate.

Camden police have been issued with new powers to prevent drug traffickers operating in the area, but the under 16’s appear to be the target for this Draconian Anti-Social Behaviour Act legislation and not addicts or dealers.

After having shut down every youth club in and around Camden Town, giving teenagers no alternative but to congregate at suitable street corners, the police have now issued them with a curfew. Penalties for disobedience include a £5,000 fine, or six months in jail!

These powers which enable police, over a far-reaching area, to disperse and expel persons they ‘suspect’ of being a ‘nuisance’ is a breach of basic civil rights. It is not a crime to be on the street after 9pm as an unsupervised teenager and it is not illegal to gather in a group, unless martial law has been surreptitiously imposed?

Inevitably, enforcing this ‘exclusion-zone’ which incorporates Hampstead Heath, will result in harassment of the innocent, along with the guilty. Contrary to the hype, not all youngsters are anti-social or potential criminals, but they are being treated as such.

However, these intolerant measures, piloted on teenagers, are merely a precursor to producing a mandatory I.D. card, to ‘entitle’ citizens to be in a particular zone at any given time. Knowing Blunkett, non-compliance will be punishable by death.

The way it's gonna be

The fearful old folk daren't walk past a bunch of teens on a street corner for fear they're going to be mugged raped and murdered
Best curtail these young peoples liberties
We like the curtailment of liberties, curfews, this sort of thing, fines and imprisonments, makes us all sleep safer in our beds
perhaps our beds would be the best place to be when we're not out to make the honest workaday dollar
TV in bed, and let the police round up those insolent kids

To all those living in fear of groups of teenagers, extend a clenched fist to be touched and say; "safe blud" and the youths will reciprocate with like, and you will be guaranteed safe passage.

This is typical of LB camden's social authoritarianism, they are also planning exclusion zones for street drinkers with similar penalties attached- centering on camden lock but also covering the sites of a wet day centre for drinkers and a wet hostel- but not covering most of the public housing estates- keep the evidence out of sight

Can I call it Nazi this time, please? (but we can beat the state on this)

This country is becoming more of a police state every day.

In my opinion, the Palestinians have the right idea about how to deal with curfews. Let's turn Camden into the site of Britain's first Intifada!

It'll happen eventually of course, just like it did when the cops got out of hand in Brixton and Toxteth, and then we'll have all the usual bleating about "what's gone wrong, how on earth could this happen here"... Like the cops can just smash freedom with impunity.

Mass defiance would be one way to confront this. Even a pretty meek civil disobedience strategy would be enough to make this kind of legislation hopelessly costly and unworkable. Gather a few dozen annoyed teens, and get them all to sit down in the road as the curfew comes in, and chain themselves together or link arms or something. By the time the cops cleared them all, the curfew would be over anyway. Then, mix in a few people who are just over 16, and have them sue the cops if they're arrested under anti-youth powers. Hey presto! One less fascist law.
