I think this is a French person called Jean-Marie (like Monsieur Le Pen) who thinks there should be peace in the East rather than the use of Child Soldiers there, as has perhaps been highlighted by UNICEF. He wants to win the hearts and minds of the world to ensure that children go to school rather than using a rifle. Perhaps he means the Middle East. I’m sure we all basically agree with him. He might have put it more clearly, perhaps by leaving it in French even !
