if you're using windows XP, you can use the image resizer powertoy:

but better still is to download and install the GNU image manipulation program:
 http://www.gimp.org/

it's an excellent image editing tool, it's free, and it runs on anything: no micro$oft junk required.

go to Image > Scale Image...

choose "%" from the drop-down box (default is "px") and enter 25, or simply type .25 into the ratio boxes (they should be locked by default).
