Think the answers are that you have to be on the electoral role, 18 and living in the ward as do your proposers and recommenders (you have to supply the information in a very exact manner to the electoral offices), there is a book out there with a title along the lines of 'how to be a local councillor'
I was thinking of standing, but the green party has 50% of the vote in the last local elections in my ward, they are party politicians but I'd still rather let them win than get in they way (with the 3 or 4 votes I may poll :) I dont think that applies to many places in the country, so it shouldnt stop you!
You have to attend 2 meetings a year and that is your only duty as a councillor (no wonder they are a bunch of corrupt shites then) so it is easy.
