Why do the police so often choose not to investigate rape claims fully?

here is a link to an Independent article regarding the UK police force and its reluctance to investigate rape and sexual assault claims, with reference to the Soham case. I myself cannot understand why there is so much fuss about the Data Protection Act, yet so few questions as to why the police did not investigate or even caution Huntley although he was accused of assault several times. People get cautions for having a blim in their pocket, or swearing at a police officer, so why not when they are accused of sexual offences? the police claim that it is hard to find evidence in sexual assault cases, but surely their job is to at least have a look?
