1) **EVOLUTION OF THE BRISTOL-STOP-THE-WAR NEWSLETTER
"The Bristol-Stop-The-War Newsletter has evolved over the last two years to become a widely read & dependable source of information for the Bristol anti-war movement. During these two years our subscription base has increased from 100 people, to around 2000 now.
The nature of the newsletter has also evolved from primarily publicising Stop-The-War events, to become a free information source, & service, to the wider anti-war movement in Bristol & beyond.
The success & inclusiveness of this approach should hopefully be clear. There are, however, areas where we have not been so successful. In particular a clear information gap has emerged between the email haves & have-nots. We also have around 2000 people on our postal list, but we have not been able to send them information on anything like the scale afforded by email & the internet. This gap cannot be allowed to continue indefinitely, & we cannot wait for the world to be connected to the web as a functional solution.
Our aim for 2004 is to produce a paper version of the Newsletter, which we will make available to those on our postal list at cost-price. To free up the valuable time & energy to make this possible we will be reducing the email Newsletter to a monthly edition. This does not mean, though, that there will be less information available. We
will also send out shorter, supplemental newsletters as required, as well as further encourage people to make use of Bristols' Message Boards (see section 14), & in particular the Bristol Indymedia Newswire." James Venables

TOM NAGY, from the US, has researched, lectured & written extensively on deliberate US bombing of Iraq's water supply. He believes the wrong done to Iraqi civilians is exacerbated by an equally cruel policy - in violation of Article 54 of the Geneva Convention - which prevents rehabilitation of Iraq's water system.

"My horror of the decade of US economic sanctions against Iraq is the direct result of living the first 5 years of my life as a refugee & displaced person in the aftermath of World War II, coupled with the shock of discovering that like all empires, the US employs routine, serial genocide as a tool for deriving maximum profit from its policy of neocolonialism. I feel compelled as a professor with a background in public health, ensconced in the ivory tower of a school of business virtually boarding the White House, the State Dept & the Pentagon to speak & write in opposition to the inhuman policy
destroying the children of Iraq & debasing the integrity & even the viability of the people of the US.
In violation of Article 54 of the Geneva Convention - the US continues to kill huge numbers of children by preventing the rehabilitation of Iraq's water system. I have come to view information systems & computer science as disciplines which provide increasingly efficient tools for killing people & jobs. I feel that this dismal state of affairs is not inevitable & direct much of my research into the use of computers to build social capital & to persuade people to resist the electronic addiction & debasement of TV
& the stultifying aspects of the Internet. The stakes could not be higher, not merely for the victims of the West, but also for the people of the West, particularly the current generation of students."

BACKGROUND: "The UK is gearing up to develop a new generation of nuclear weapons at Aldermaston Atomic Weapons Establishment, near Reading. We plan to show how people feel about Britain preparing to build new weapons of mass destruction, with a march from London to Aldermaston over Easter weekend 2004.
The march begins with a major rally at Trafalgar Square on Fri 9th April. The entire route is about 50 miles, & is accessible from major public transport links at all times. The march has been called by Aldermaston Women's Peace Camp, National & London CND, & other groups. Now we want & need your help!

Sue is on remand in HMP Eastwood Park (about 30 miles from Bristol) having climbed one wall & cut one fence too many at UK nuclear establishments. She has 5 trials in the pipeline - most of them Magistrates' courts, & one in Plymouth in the Crown Court (for 'going equipped' ~ looking for a submarine with a hammer, at Devonport nuclear dockyard!). a) OUTCOME OF 15th DEC DIRECTIONS HEARING: "A week long hearing at High Court level was due to take place during Jan 2004, in Bristol, to decide if the Iraq war broke either international law, or British criminal law. These hearings will still be going ahead, but the date is once more unclear. When they do finally go ahead they will be of international significance! So please continue spreading the word."

BACKGROUND REMINDER: "In the days before the war on Iraq last March, 5 activists cut their way into USAF/RAF Fairford. Phil Pritchard & Toby Olditch, & Josh Richards, tried to reach & disarm B-52 bombers stationed there, waiting to attack Iraq. Paul Milling & Margaret Jones disabled trucks for carrying bombs, & tankers for fuelling planes. They all provided a 'lawful excuse' defence."
DR. MARGARET JONES WRITES: "'Somebody's got to take hold of this case,' said Justice Butterfield, sitting in Truro Crown Court, & promptly took his name off the Fairford cases! Some of us fondly thought, when we counted our pennies, & went all the way to Cornwall, there was a purpose to this expedition into the hinterland. We thought something would come of it. Some of us had been led to believe the hearing would establish a date for a hearing on legal issues - ha, ha, ha, ha, ha, ha! Dream on. Now we haven't even got a judge. All that was established is that in mid-Jan the judges in
Bristol will hold a meeting (not specifically about us manky felons, needless to say - more like a start-of-term staff meeting.) They will then pick a lucky judge, who gets to try the Fairford cases, & some time after that there will be the Preparatory Hearing on legal issues, lasting about a week. Anyway, thought you all would like to know what's NOT happening for now."

b) ADDITIONAL RELATED FAIRFORD TRIALS DUE TO START SOON.
"The trial of a further 7 people accused of aggravated trespass, & one of criminal damage, on 9th Mar 2003 at RAF/USAF Fairford, is due to begin at Cirencester magistrates court on 23rd Feb. A main plank of the defence will be that loading & preparation of US B-52 bombers was not lawful, & that the war on Iraq is not lawful, so this will be another trial where the legality of war will be challenged."

A High Court Hearing for the 'Coach Trials' has been announced for 15-16th Jan 2004, & the judges are expected to deliver their ruling by the 15th of Feb 2004.
BACKGROUND: "On 22 Mar 2003, police prevented over 120 activists reaching a legally sanctioned anti-war demo outside USAF Fairford. The demo was attended by upwards of 5,000 activists. Among the scheduled speakers on these coaches were writer George Monbiot &
Caroline Lucas (MEP), two of the main speakers."
11) *NEWS : BRITAIN SAYS U.S PLANNED TO SEIZE OIL IN '73 CRISIS

"The US government seriously contemplated using military force to seize oil fields in the Middle East during the Arab oil embargo 30 years ago, according to a declassified British government document made public on Thursday (Jan 1st 2004). The top-secret document says
President Nixon was prepared to act more aggressively than previously thought to secure America's oil supply if the embargo, imposed by Arab nations in retaliation for America's support for Israel in the 1973 Middle East war, did not end. In fact, the embargo was lifted in March 1974.
The declassified British memorandum said the US considered launching airborne troops to seize oil fields in Saudi Arabia, Kuwait & Abu Dhabi, but only as a 'last resort.' Nixon's defense secretary, James R. Schlesinger, delivered the warning to Lord Cromer, the British ambassador in Washington. In the document, Lord Cromer was quoted as
saying of Mr. Schlesinger, 'it was no longer obvious to him that the US could not use force.' The seizure of the oil fields was 'the possibility uppermost in American thinking when they refer to the use of force,' the memorandum said.
The potential for military action was taken so seriously by British intelligence services that a report was written listing the most likely scenarios for the use of US force in the Middle East. The report, dated Dec 12, 1973, was titled 'UK Eyes Alpha' & was sent to
Prime Minister Edward Heath. The memorandum was one of hundreds of documents released by Britain's National Archives under a law that makes government papers public after 30 years. Details of the document were reported on Thursday (Jan 1st 2004) by The Washington
Post.
The greatest threat would arise in Kuwait, the document said, 'where the Iraqis, with Soviet backing, might be tempted to intervene.' The British warned that occupation of Saudi Arabia, Kuwait & Abu Dhabi might have to last as long as 10 years. Use of force would alienate Arab countries & irritate Moscow. Discontent among Western allies was
also cited as a possible consequence. 'Since the US would probably claim to be acting for the benefit of the West as a whole & would expect the full support of allies, deep US/European rifts could ensue,' it said." Lizette Alvarez. Published on Friday, January 2, 2004 by the New York Times.

a) THE DAILY BRISTOL PEACE VIGIL: Now the nights are getting colder, & winters closing in, it's all the more important that people join us at the Bristol Peace Vigil. So wrap up warm, fill a flask with your favourite soup, & join us. The Independent Bristol Peace Vigil is an open space for discussion, as well a crucial focus to Bristols' many
campaigns. We've kept vigil every night (except Sundays) since a few days after 9/11, & we'll keep Vigil onwards into the future, but we do need your support to keep our flame alive. a) THE MAIN BRISTOL PLANNING GROUP IN THE CITY CENTRE. All are welcome. We hold a Bristol-Stop-The-War meeting every week, as a forum for local groups to inform each other of their intentions, of finding people to work together on projects, & as a venue where large scale Bristol Demos are agreed & planned. We don't vote at these meetings, as we're not here to force adherence to a consensus view. We do instead discuss issues until we reach broad consensus.
