Help! Where is the Cancun quote?

A few weeks ago I definitely remember reading a quote from a (Kenyan? Brazilian?) minister at Cancun praising the protestors outside and saying something like they gave him courage, because otherwise other countries "tried to mess with your heads - you think you are going mad". Does anyone remember/have access to the source of this quote? I've searched the web & can't find anything. I'd be really grateful if they did, thank you.

I would be interested in knowing who and what was said, because I remember it being said and I think it was Kenya or somewhere near there, though it might have been Phillipines (Kenya, by concensus seems most likely). Try BBC online, and please, anyone reading this, look out for it and post back.
