Nuclear fuel rods and the use of plutonium and uranium is far too volatile and tricky a process involving strictly regulated safety procedures etc etc to allow the sale or transportation of "spare uranium or plutonium" It is far too dangerous to "illegaly" transport "spare radioactive bomb parts" because the high level of radiation emanating from such materials would instantly cause mass radiation sickness etc and the "authorities" would be kicking up a right old stink as you coul imagine....
As far as chemical and biological contaminants or weapons this technology is also srictly regualted controlled etc etc and the only way that mind controlled terrorist could get hold of these materials and carry out an attack is because someone in the government very high up intended them to do sop,therby justifying the ridiculous new world order crap
