The United States has said Europe must do more to tackle a resurgence of anti-Semitism around the world.
The plea was made by former New York mayor Rudolph Giuliani, representing the US at a conference in the Austrian capital, Vienna.
"Words do not suffice to turn the tide of anti-Semitism that is once again growing in Europe and other parts of the world," he said.
About 400 officials from the Organisation for Security and Co-operation in Europe (OSCE) have gathered for the unprecedented two-day meeting following a rash of anti-Jewish incidents in Europe in recent years.
The European Union told the conference it was taking action against anti-Jewish hatred but denied there had been a distinctive rise in anti-Semitism.
Mr Giuliani told delegates to take concrete steps to stamp out violence against Jews, including keeping statistics on hate crimes, identifying problems early on and comparing performances between countries.
In a message read to the conference, US President George W Bush urged countries to "ensure that anti-Semitism is excluded from school text books, official statements, official television programming and official publications".
Last month, the Los Angeles-based Simon Wiesenthal Centre said attacks on Jews had reached the highest level since World War II.
As well as physical attacks on Jews, many countries have reported vandalism of synagogues and Jewish cemeteries,
French representative Michel Voisin, whose country has experienced a six-fold increase in anti-Semitic incidents in the space of a year, said France viewed anti-Semitism as a "particularly odious form of racism".
The Polish delegate, former Polish Foreign Minister Wladyslaw Bartoszewski, warned that anti-Semitism had "mutated" in Poland since the Holocaust, which wiped out nearly all of Poland's pre-war Jewish population.
Several delegates pointed to the problem of the Internet being used to spread hate messages [u listening IMC?], while Dutch OSCE ambassador Daan Everts highlighted "[racist] music [and] racist slogans in football stadiums".
Israeli chief representative Avraham Toledo called on conference delegates to make anti-Semitism a criminal offence.
"It will not do to classify assaults on Jews, synagogues or Jewish communal institutions as mere hooliganism and vandalism," he said.
The conference opened a day after the Romanian Government retracted an earlier claim that "there was no Holocaust" on Romanian soil.

If the atrocities in palestine were being committed by, say, the swiss state, then we could expect (though not of course approve) growing animosity in other countries towards swiss citizens, and swiss institutions.
Imagine that the Swiss state was based on a particular religion, which was followed almost entirely by people who claimed to be of Swiss descent, even if not currently Swiss citizens. Imagine that this religion had communities and churches all round europe, and that part of the justification for the palestian persecutions lay in the actual teachings of that religion.
Do you not think that the disgust and abhorrence and anger many, many people would feel at the actions of the swiss government would likely attach itself (unfairly) to the religion itself, its worshippers, and its churches ?
In my opinion 80% of what is happening is unrelated to Jewishness as such. It would happen just the same to the Swiss. The remaining 20% may come from people who are genuinely racially prejudiced, probably against many more people than the jews. They feel the genuine anger too, but bend it to fit their prejudice, and happily join in, and even exaggerate the trend.
Although I have no racial feelings or opinions involved, I am outraged at the actions of the Israeli government, I operate my own careful boycott (Israel, not Jew, related), and would be involved in demonstrations if younger.
I would think and act exactly the same way if it was the Swiss.
If I refrained to do so, treating the situation differently because jews are involved, then I would in fact be exhibiting racial bias, and would be a racist.
Anyone who in effect says "you can't criticise them - they're jews" is a racist of the worst type. Totally blind to their own condition.
The natural rise in anti-Israeli feeling, which is now unfortunately (but predictably) spilling over into anti-jewish feeling, is a direct and predictable consequence of the apalling policies of the Israeli government. The way to stop and reverse this growth is by removing its cause. Correct the policies.

If you have a complaint to make about a certain article why don't you specify which it is and complain, but that wouldn't serve your cause and besides your not interesting in facts you just want to collectively dis indymedi the same as you collectively punish the palestinians.
3) OCSE is part of the OECD based in paris, I see they now have a TV station OECD TV, saw their logo on some of the coverage of the big demo /strike last week and the arrest of the Iranian activists. (from Paris)
4) last year OCSE came to my neck of the woods, Provice of Siena and declared it the model for Sustainable developement in a rural area. thats nice house prices are the highest in italy and the place is awash with mafia monies. A million euro's buys a nice ruin which will cost you another 2 million to re build. A biotech science park is almost complete
