Israel Defense Forces troops shot a British peace activist working with the International Solidarity Movement on Friday, witnesses said.
Doctors said the Briton was brain dead.
The activist was standing in between IDF troops and a group of Palestinian children when soldiers opened fire, said Khalil Abdullah who works with the Palestinian-backed peace group.
"A group of ISM people were trying to set up a small protest tent alongside a road used by the army. The soldiers opened fire," said Abdullah, who witnessed the shooting.

British Peace Campaigner Shot In Gaza
A British peace activist has been shot in the back of the head by Israeli troops in the Gaza Strip, his campaign group said.The man, thought to be in his early 20s and from the Manchester area, was injured when Israeli troops opened fire in Rafah, a spokesman for the International Solidarity Movement said.According to initial reports, the victim was taken to a hospital in Khan Younis, where he was in intensive care.
The spokesman said: "They were planning an action but they decided to cancel the action because there was some shooting going on in the area.
"On their way away from the checkpoint the eastern tower started shooting and he was injured."
The spokesman said the man, whose identity has not been confirmed, was thought to have been shot in the back of the head but was still alive.
Doctors were preparing to move the victim to another hospital which would be better equipped, he said.
Other reports said doctors in the hospital believed the victim was "brain dead".
A spokeswoman for the Foreign Office in London said officials were investigating the reports but had no further details.
American activist Rachel Corrie was killed last month while working with the same group when she fell in front of an Israeli bulldozer.
The group's claims that the bulldozer ran her over were denied by the Israeli military, which said the driver did not see her.
Brian Avery, 24, another of the group's American activists, was shot in the West Bank city of Jenin last week.

Many of them get sent to the Occupied Territories to serve for their Israeli citizenship.
They could murder any protestors from anywhere, including Britain who have gone over there to support the Palestinians in their struggle against the naziclone occupation.
Now is the time we should ask Parliament to act - to question whether those holding British citizenships should take up arms for another country and even use them against British.
Any found to be deviously using British citizenship at the same time serving another nation against Britain should be put charged fro treason and all the famous zionazi war crimes.
