The Iraqi embassy in London has been stormed by a group of men celebrating Saddam Hussein's downfall.
Up to 24 men, believed to be Iraqis, smashed their way into the building in Kensington.
It is believed that Iraqi officials share premises with the Jordanian Embassy.
Members of the public alerted police about the raid at 2.30pm.
A Scotland Yard spokeswoman said: "Twenty-four people had forced entry, 18 people have been arrested for criminal damage and associated offences. They have been taken to a central London police station."
Police remain at the scene.
The spokeswoman, who could not comment on damage or what weapons had been used, said: "The area has been contained. There certainly does not appear to be any crowd problems."
