Unless it's true that a counter-terrorism exercise was actually planned and coordinated by the CIA for the WTC (where they had a building) on September 11, 2001 and various agencies were participating. Undoubtedly the US military knew about this and took no action because it was just an exercise. The problem is, it turned out to be REAL, either because the planners intended this or because the exercise got hijacked.
There seems to be on-the-record information in a few places about this exercise, the date and location, what the mock scenario would be (exactly what it was), who was coordinating it (CIA) and which agencies were participating.
I've read a lot of theories about 9/11, but this one (which is documented and not a theory) is the only one that seems to account for why the military was stood down.
I find it very interesting that the CIA WTC building went down before the main towers. And guess which one is being rebuilt first?
If I had to point a finger, it would be at the CIA. Of course, we know they'd NEVER do something like that in their own back yard, unless...

You also don't hear much about the fact that FEMA (US emergency mesures agency) was on the scene of the crime the day BEFORE it happened.
This would also account for why Bush just went on reading to school children. It was only (supposed to be) an exercise.

I'm not saying your making this up. For all I know, it could be true, but because you haven't provided any references, why should I believe this story over the dozen or so other 911 conspiracies that are doing the rounds?

For example, it doesn't say there was a multi-agency counter terrorism exercise led by the CIA happening on 911. It does refer to an exercise planned by a relatively small government office with some connections to the CIA.
But more importantly, it does not back up the claim central to this story that the military did not respond because of this exercise. I'm rather dubious that even the US military could be stupid enough to confuse planes slamming into the WTC with an exercise hundreds of miles away in which personell at a government office simulated a plane crash by blocking off a couple of stair wells.
