Iraq files UN complaint that US may be planting evidence in secret missions

A report on NBC Nightly News with Tom Brokaw included an interesting tidbit, and a suggestion of covert US military missions inside Iraq. At the end of a video segment reporting on Iraq's agreement to destroy missiles was this:
"Tonight, Iraq has lodged a new complaint at the UN, a letter claiming American helicopters are flying secret missions inside Iraqi territory. Officials here say they're concerned the United States is trying to plant evidence of illegal weapons."

"According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization--the "Proactive, Preemptive Operations Group (P2OG)"--will carry out secret missions designed to "stimulate reactions" among terrorist groups, provoking them into committing violent acts which would then expose them to "counterattack" by U.S. forces."
We need to make it well known that this is a behaviour of the US Admin., and that there has been a department created for this type of activity, P2OG.

Here is an historic example which shows that this is not, in fact, a new policy.....
"According to secret and long-hidden documents obtained for Body of Secrets, the Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government. In the name of antiCommunism, they proposed launching a secret and bloody war of terrorism against their own country in order to trick the American public into supporting an ill-conceived war they intended to launch against Cuba.
Code named Operation Northwoods, the plan, which had the written approval of the Chairman and every member of the Joint Chiefs of Staff, called for innocent people to be shot on American streets; for boats carrying refugees fleeing Cuba to be sunk on the high seas; for a wave of violent terrorism to be launched in Washington, D.C., Miami, and elsewhere. People would be framed for bombings they did not commit; planes would be hijacked. Using phony evidence, all of it would be blamed on Castro, thus giving Lemnitzer and his cabal the excuse, as well as the public and international backing, they needed to launch their war."
What is new is the honesty of the current US admin. in admitting that this is a policy and process.
As an appointed president and his cohorts begin to feel isolated by unfolding events such as sane European dialogue to counter the US admin. "wild west" approach, the global demonstrations by 15 million people against war, and growing opposition at home such as moves to impeach the leaders, (see www.votetoimpeach.org ), the White House may well resort to using P2OG to create a supposedly self-defense "provocation" in the case of their threat to attack Iraq, in a desperate attempt to avoid future prosecutions as war criminals.
Any alleged provocations, which are most likely to take place close to the theatre of their proposed attack, must now will require unequivocal proof of the real perpetrators.
