when the occupation stops and they are allowed to have elections of course.

The reason that Palestine has not had its scheduled national and local elections yet is not because Israel doesnt allow to hold them. It was the Palestinian Legislative Council that postponed the elections set for last 20 January until there will be one hundred days of no active occupation in Palestine (long live that day). Ofcourse the occupation with its curfews checkpoints and hundreds of people in unlimited 'administrative' detention, makes organising fair and democratic elections basically impossible. But, for the record, it was the Palestinian Authority that decided not to go through with them and that has to decided when they will be held.
