Sadly we dont have one here in the UK. However much crap our "Leaders" spout about just wars, international security and defending our interests, I believe the majority of the voicless voters who actually put these idiots in charge dont want an oil war any more than the French and German public. We are not represented by government.

We, the People of Britain, are essentially powerless.
Britain is now a military dictatorship, with Her foreign
policy administered almost entirely from Washington.

Calls have been made for there to be a General Strike but that is about as 'heavy' as it gets. It looks likely that
even a General Strike would be unlikely to sway Blair.
Is he being blackmailed?

There are people calling for Blair, if he declares war
without a UN approval, to handed over to the International Criminal Court for trial as a War Criminal. According to the news reports this is a scenario which even he must recognise as a distinct possibility.
