Australian Prime Minister John Howard's comments on television that seemed to suggest that he would have no hesitation in attacking a neighbouring country if he believed that a terrorist attack was being planned there.

Mr Howard described the UN charter as 'inadequate' and called for it to be changed to allow this kind of pre-emptive action. However, Australia's asian neighbours including Philippines, Malaysia, Thailand and Indonesia have criticised his comments as indicating a potential threat to their sovereignity.
